Changing a Lightbulb -- Municipal Division

How many big-city employees does it take to screw in a light bulb?

It takes at least nine:

One to do a time management study.

One to do an environmental impact study.

One to do an occupational safety study.

One to do a cost effectiveness study.

One to make sure that all state, local and federal regulations are being met.

One to fill out the paperwork in triplicate.

One to send out a press release.

One to reassure the public that everything possible is being done to restore the light.

...And one to screw the light bulb into a water faucet.
